CDRN (Cardholder Dispute Resolution Network)
CDRN (Cardholder Dispute Resolution Network)
CDRN is Visa's proprietary pre-dispute alert programme, operated by Verifi (a Visa subsidiary). When a cardholder contacts their bank to dispute a charge, participating issuing banks route the notification through the CDRN system before filing a formal chargeback, giving the merchant approximately 72 hours to review and refund the transaction. A successful CDRN resolution prevents the chargeback from posting entirely, protecting the merchant's dispute ratio.
How CDRN works
- Cardholder initiates dispute at their issuing bank.
- Issuer routes alert via CDRN — participating banks send the notification through Verifi's network rather than immediately filing a formal chargeback.
- Merchant receives alert — via the Verifi One / MyCDRN web portal or through a direct API integration.
- 72-hour window — the merchant has approximately 72 hours to review the case and issue a refund, cancel fulfilment, or contest the alert.
- Resolution — if the merchant issues a refund within the window, the dispute is closed and no chargeback is filed. If no action is taken, the case proceeds as a formal chargeback after the window expires.
The 72-hour clock runs through weekends and holidays, requiring merchants to maintain near-constant monitoring coverage. (Chargeback.io, 2024–2025)
Disputes resolved through CDRN cannot be re-disputed by the cardholder — the resolution is final. (Chargeback.io)
Geographic coverage
- US-only in practice: CDRN coverage is limited to US-based issuing banks. The network comprises approximately 1,000 participating US banks as-of 2024–2025. (Chargeback.io)
- Visa primary: Designed for Visa-branded card disputes; also carries limited coverage for US-issued Mastercard, American Express, and Discover, but AmEx and Discover coverage is restricted to a single dispute reason code each. (Chargeback.io; BeastInsights)
- No expansion confirmed: No 2024–2026 source announced a geographic expansion of CDRN beyond the US (as-of 2026-08-29).
- For global Visa coverage, merchants use RDR (Rapid Dispute Resolution) (which runs globally across Visa's VisaNet). For non-US international coverage across card networks, Ethoca (Mastercard) is the complement.
Issuer participation figure (~1,000 banks; 95% of US Visa transactions) is widely cited by aggregator sources but no confirmed Verifi primary URL has been located. The 95% figure may be from a dated marketing statement. (Chargeback.io — 2024–2025 aggregator source)
Pricing and access
Verifi does not publicly disclose CDRN pricing; fees depend on the reseller and merchant profile. (as-of 2026-08-29)
| Access route | Indicative per-alert fee | Source |
|---|---|---|
| Via aggregator (e.g. Chargeback.io) | $15/alert (as-of 2025-02-02) | Chargeback.io video |
| Mid-market range (aggregators) | $15–$35/alert | Chargeback.io blog |
| High-end / direct market | Up to ~$40/alert | Chargeback.io blog |
Per-alert pricing: Chargeback.io's Feb 2025 video prices CDRN at $15/alert via its own platform. General market references cite $35–$40/alert when accessing Verifi CDRN directly or through higher-tier resellers. These figures may reflect reseller-discounted vs. direct-contract pricing rather than a factual contradiction, but the gap is large enough that no single figure should be treated as authoritative. (Chargeback.io, 2025-02-02) vs. (Chargeback.io blog, 2024–2025)
Verifi's channel structure includes Authorized Reseller, Acquirer Reseller, Referral, and Enablement tiers. Acquirers and processors can bundle CDRN access into their payment services as Acquirer Resellers. (Chargebacks911)
Enrollment matching: CDRN alerts are matched on the exact billing descriptor (character-for-character match to the statement text). This is a frequent source of enrollment failures if the descriptor varies by transaction or sub-brand. (Chargeback.io, 2025-02-02)
CDRN vs RDR
| Dimension | CDRN | RDR (Rapid Dispute Resolution) |
|---|---|---|
| Resolution type | Manual — merchant acts within 72h | Automated — instant refund via pre-set rules |
| Merchant control | Retained (case-by-case decision) | Traded away (rules fire without human input) |
| Card coverage | Visa primary; limited US non-Visa | Visa only |
| Geography | US-only | Global |
| Enrollment match | Billing descriptor (exact) | BIN, CAID, or ARN + billing descriptor |
| Per-alert cost | $15–$40 (market range) | $15–$20 post-Jan 2025 standardisation |
| Use case | Edge cases requiring review; non-Visa US disputes | Auto-resolve high-confidence disputes globally |
The core mechanical difference: "RDR is a rule that fires. CDRN is a ticket that expires." (Disputifier)
Layering strategy reported by practitioners:
- Many merchants run RDR and CDRN together: RDR auto-resolves cases that fit configured rules; CDRN alerts cover edge cases requiring human review. (Chargeback.io; YouTube: RDR vs CDRN explainer, 2023-05-24)
- High-risk merchants (chargeback rate >1%): use all three — Ethoca, RDR, and CDRN. (Chargeback.io video, 2025-02-02)
- Lower-risk merchants: Ethoca + RDR only; add CDRN only if a large proportion of US Visa disputes are not caught by RDR. (Chargeback.io blog)
Duplicate alert risk: CDRN and Ethoca can fire on the same dispute, generating duplicate per-alert charges. Aggregator platforms typically refund duplicates contractually; merchants going direct may face double charges. (Chargeback.io video, 2025-02-02; Chargeback.io help)
CDRN and VAMP
Effective April 1, 2025, Visa's Visa Acquirer Monitoring Program (VAMP) excludes disputes resolved via CDRN from VAMP threshold calculations — meaning a successful CDRN refund does not count against the acquirer's or merchant's VAMP ratio. (as-of 2025, [Solidgate](https://solidgate.com/blog/new-visa-acquirer-monitoring-program-vamp/))
TC40 fraud dispute exclusion under VAMP: Solidgate (2025) states CDRN and RDR resolutions are broadly excluded from VAMP calculations. Forter's May 2025 update explicitly clarifies that TC40 fraud disputes resolved via CDRN or RDR are not excluded from the VAMP fraud metric — only non-fraud (TC15) disputes are excluded. The Forter update is more granular and more recent; the TC40 fraud non-exclusion should be treated as the accurate position until confirmed by a Visa primary source. (Solidgate, 2025) vs. (Forter, May 2025)
VAMP enforcement (fees and penalties) commenced October 1, 2025; a stricter "Above Standard" acquirer threshold took effect January 1, 2026. (Chargebacks911, 2025–2026)
Merchant enrolment
- Direct: Merchants can enrol directly through Verifi; requires merchant IDs, acquirer information, technical contacts for API integration, and a signed addendum to the seller agreement. (ChargebackHelp)
- Portal access: The Verifi One / MyCDRN web portal allows merchants to receive and action alerts without a full API integration; API participants also receive portal access. (Verifi, via ChargebackHelp)
- Via aggregator: Most mid-market merchants access CDRN through aggregator platforms (Chargeblast, Disputifier, ChargebackHelp, Chargeback.io), which provide unified access to Verifi and Ethoca through a single dashboard and API. (Chargebacks911)
- Via acquirer: Acquirers participating as Acquirer Resellers bundle CDRN access into their payment stack; merchants may access it without a direct Verifi relationship. (Chargebacks911)
PSP-level integration (as-of 2026):
- Adyen: Documents CDRN by name in dispute-ratio exclusion docs; Adyen shortened US/Canada dispute response window from 18 to 9 days (July 2025). (Adyen docs)
- Checkout.com: Surfaces only the RDR product label; CDRN not named in consumer-facing docs. (Checkout.com docs)
- Stripe: Exposes RDR + Order Insight only; CDRN not named. (Stripe docs)
Practitioner concerns
- 72-hour operational overhead: The alert window runs through weekends and holidays, requiring near-constant merchant coverage. Practitioners describe this as a significant operational burden versus RDR's fully automated resolution. (Chargeback.io)
- No rule configuration: CDRN does not allow merchants to fine-tune decision rules per reason code (unlike RDR). Every qualifying alert requires a case-by-case decision within the window. (Chargeback.io)
- Refund without return: Merchants responding to CDRN alerts typically must refund the customer regardless of whether physical goods have been returned — a disadvantage for physical-goods retailers. (Chargeback.io)
- Integration requirement for automation: To automate refunds on incoming alerts, merchants must build or buy an integration; without one, every alert requires manual review — impractical at high dispute volume. (Chargeback.io help)
- Alert defects: Verifi's own documentation flags potential defects including alerts generated from bad or stale issuer data, communication silos between issuer and merchant, and rushed merchant responses leading to erroneous refunds. (Verifi internal PDF)
False-positive rate: One source (Chargeflow, a competing vendor) cites false-positive rates of 50%+ for alert programmes generally. No independent verification found; figure should be treated as vendor advocacy rather than established benchmark. (Chargeflow — date unknown, vendor source)
"CDRN doesn't save the sale": A December 2025 YouTube video argues that CDRN (alongside RDR and Ethoca) does not save the sale — it converts a chargeback loss into a refund loss, with similar net revenue impact. The benefit is avoiding chargeback fees and protecting the dispute ratio, not recovering the transaction value. (YouTube, Dec 2025) This is contested by practitioners who frame CDRN as commercially worthwhile when the counterfactual is a lost chargeback representment.
2025–2026 updates
- Jan 2025 — RDR pricing standardisation: Visa standardised RDR (sibling product) per-alert pricing, removing the MCC-based tier system ($9/$19/$29). CDRN pricing was not directly subject to this announcement but RDR's competitive positioning shifted as a result. (as-of 2025, [ChargebackStop](https://www.chargebackstop.com/blog/verifi-rdr-2025))
- Aug 2026 — FINBOA Recovery Assist: FINBOA (US banking automation software) launched "Recovery Assist" on 2026-08-17, integrating with Verifi CDRN from the issuer side to automate pre-chargeback resolution for banks, credit unions, and service providers — indicating continued issuer-side investment in CDRN infrastructure. (PRNewswire, 2026-08-17)
- PSP exposure trend: Checkout.com and Stripe expose only RDR (automated) to merchants rather than CDRN (manual-action alerts), suggesting the industry is moving toward automated resolution as the default consumer offering.
