Order Insight
Order Insight
Order Insight is Verifi's (a Visa company) real-time transaction data-sharing product that enables merchants to share enriched CRM and order detail with card issuers at the point of cardholder inquiry — before a formal dispute is filed. It is the core component of Verifi's PREVENT product layer. When a cardholder contacts their issuer about an unrecognised charge, the issuer queries Visa Resolve Online (VROL), Visa routes a real-time API request to the merchant, the merchant returns detailed transaction data, and Visa forwards it to the issuer (and optionally to the cardholder directly in their banking app) — all within two seconds. The goal is to resolve confusion so no dispute is ever opened.
Background and naming history
- Originally launched as Visa Merchant Purchase Inquiry (VMPI) — Verifi built an early version in 2016–2017, before Visa acquired Verifi in 2019. (Verifi, via chargeback.io, July 31 2026; Verifi blog 2022-08-10)
- Renamed Order Insight circa 2020, following a Visa Business Enhancement Release (BER) that mandated all Visa issuers to receive Order Insight data during the cardholder inquiry process. (Verifi, "Order Insight Improved Placement in Visa Issuer Dispute Platform")
- The product is now marketed under the Verifi PREVENT suite alongside the CE 3.0 Systematic Dispute Deflection feature. (verifi.com, modified 2025-06-17)
How it works
Data flow per cardholder inquiry (chargebacks911.com, 2025-04-24, updated 2026-08-04; chargeback.io, July 31 2026):
- Cardholder contacts issuer to query or dispute a transaction
- Issuer queries Visa Resolve Online (VROL)
- Visa sends real-time API request to the merchant (or their integrated facilitator)
- Merchant's system queries CRM/order database and returns enriched data
- Visa validates and routes data back to the issuer (and/or cardholder banking app)
- Issuer presents to cardholder — call centre agent or self-service app view
The entire round-trip must complete in under two seconds. Static/pre-configured data responses were sunsetted by end of 2025; dynamic real-time API integration is now required. (chargeback.io, July 31 2026; merchantcostconsulting.com, July 2026)
Three delivery modes
Order Insight delivers data through three touchpoints (Visa, usa.visa.com/solutions/post-purchase-solutions/issuers.html, modified 2026-01-14; verifi.com, 2025-06-17):
| Mode | What it does |
|---|---|
| Order Insight Digital | Real-time self-service cardholder inquiry in issuer mobile/online banking apps — displays a full digital receipt |
| Order Insight Call Center | Provides call centre agents with enriched digital receipts via VROL backend (one-call resolution) |
| Systematic Dispute Deflection | Automated pre-dispute CE 3.0 blocking — if prior transaction history qualifies, Visa blocks the dispute before it is filed |
Data fields transmitted
The Stripe integration (docs.stripe.com/disputes/get-started/prevention, fetched 2026-08-29) documents 30+ fields across:
- Receipt/order: orderDate, orderNumber, invoiceNumber, subTotalAmount, shippingAndHandlingAmount, orderTotalAmount
- Payment: paymentMethod (masked), billingName, paymentTotalAmount, cvvChecked
- Product: productDescription, unitPriceAmount, quantity
- Customer: firstName, lastName, lengthOfRelationship, accountId, emailAddress
- Billing address: address1, address2, city, region, postalCode, country
- Merchant: merchantName, merchantUrl, merchantContactPhone, merchantAddress, termsAndConditions
- Delivery address: full address fields (ISO 3166-1 alpha-3 country)
- Delivery: shippingCarrier, trackingNumber
- Device: ipAddress
Visa estimates approximately 3 million chargebacks are filed annually because the cardholder did not recognise the transaction descriptor. (chargebackgurus.com, October 17 2024)
Compelling Evidence 3.0 (CE 3.0) integration
Order Insight is the delivery mechanism for pre-dispute CE 3.0 application — the Systematic Dispute Deflection feature. When prior transaction data meets CE 3.0 qualification criteria, Visa can block a dispute automatically before it is filed. (verifi.com, 2022-08-10; verifi.com, 2025-06-17)
CE 3.0 qualification criteria (Verifi, 2022-08-10)
- Minimum two prior non-disputed transactions on the same payment method, settled 120–365 days before the dispute date
- No active fraud reports on those prior transactions
- At least two of four core data elements must match between prior transactions and the disputed transaction; one of the two must be IP address or Device ID
- Core elements: User ID, IP Address, Shipping Address, Device ID
If criteria met: liability shifts to issuer; dispute is blocked; no TC40 fraud report created; no Visa Acquirer Monitoring Program (VAMP)|VAMP ratio impact; merchant retains sale revenue; no dispute fees. (Verifi, 2022-08-10)
CE 3.0 expansion updates
- April 18, 2026: CE 3.0 expanded to cover non-disputed TC40 fraud reports (previously only formal chargebacks qualified). (merchantcostconsulting.com, July 2026)
- October 24, 2026 (forthcoming as-of 2026-08-29): CE 3.0 planned to allow qualifying transactions from multiple merchants as evidence. (merchantcostconsulting.com, July 2026)
Network scope and coverage
- Visa only — Order Insight does not apply to Mastercard transactions. The Mastercard equivalent is Ethoca Consumer Clarity. Merchants need both for full network coverage. (chargeback.io, July 31 2026)
- All Visa issuers were mandated to receive Order Insight data via a Business Enhancement Release circa 2020. (Verifi, "Order Insight Improved Placement in Visa Issuer Dispute Platform")
- Coverage also includes "non-Visa branded issuers integrated directly with Verifi." (Verifi, same source)
- No specific issuer coverage percentage (e.g., "X% of US Visa transactions") was confirmed in any public primary source. (gap noted 2026-08-29)
- International coverage: primarily documented in a US Visa context; some cross-network international coverage via direct Verifi integration but no geographic breakdown published. (gap noted 2026-08-29)
- Issuer adoption affects outcomes: "You can't force a bank to adopt it. So how well it works varies by which bank your cardholder uses." (chargeback.io, July 31 2026)
VAMP interaction
Order Insight dispute deflections are the cleanest VAMP ratio protection available because the dispute is stopped before either a TC40 or TC15 entry is created. (chargebackgurus.com, August 7 2025)
- When Order Insight prevents a dispute at inquiry stage, it also prevents the TC40 fraud report from being triggered — a double benefit (avoids both the dispute count and the fraud report count in the VAMP numerator). (chargebackgurus.com, August 7 2025)
- CE 3.0 TC40 fraud qualifying under Systematic Dispute Deflection is explicitly excluded from the VAMP ratio calculation. (merchantcostconsulting.com, July 2026)
- By contrast, RDR (Rapid Dispute Resolution)|RDR-resolved disputes avoid the chargeback count but TC40 reports for those same transactions may still count in the VAMP ratio — a distinction practitioners flag as commonly misunderstood. (merchantcostconsulting.com, July 2026)
See Visa Acquirer Monitoring Program (VAMP) for threshold history: 2.2% on enforcement start (October 2025), dropping to 1.5% from April 1 2026. (chargebackgurus.com, August 7 2025; as-of 2026-08-04)
Pricing and integration
- Free to enable for merchants through Verifi directly or through an authorised reseller. No per-inquiry fee or per-enrollment license fee was found in public sources. (chargeback.io, July 31 2026)
- "You don't buy it or license it per transaction the way you pay for alerts." (chargeback.io, July 31 2026)
- Implementation and integration service fees may be charged by PSP resellers or third-party facilitators, separate from Verifi's own pricing. (merchantcostconsulting.com, July 2026; 2accept.net, January 2026)
- Order Insight Express: a lighter-weight integration tier referenced on verifi.com/order-insight-express.html (page archived as-of 2024-05-21); available via BigCommerce App Store. (Verifi Order Insight Express page, fetched 2026-08-29)
- Integration timeline: 30–90 days for a custom API build; third-party facilitators (e.g. ChargebackHelp, Chargeblast) claim 48 hours to 2 weeks. (chargebackhelp.com; 2accept.net, January 2026)
- ROI threshold: positive ROI is consistent above $1M/month in transaction volume; rarely achieved below $100K/month. (merchantcostconsulting.com, July 2026; 2accept.net, January 2026; as-of 2026-08-29)
PSP integrations confirmed
- Stripe: automatic — Stripe pulls charge data and responds to issuer OI lookups on behalf of the merchant; no real-time service or extra integration required from the merchant. CE 3.0 blocking also handled automatically. (docs.stripe.com/disputes/get-started/prevention, fetched 2026-08-29)
- Adyen: no dedicated Order Insight integration page found in public docs. (gap noted 2026-08-29)
- BigCommerce: confirmed via Verifi Express app listing. (as-of 2024-05-21)

What practitioners report
Order Insight does not stop intentional Friendly Fraud or genuine card fraud — deliberate fraudsters who file anyway proceed through the normal chargeback process. Effectiveness is limited to confusion and misrecognition cases. (chargebacks911.com, 2025-04-24 updated 2026-08-04; chargebackgurus.com, October 17 2024)
Key practitioner warnings from payment consulting sources (merchantcostconsulting.com, July 2026; 2accept.net, January 2026):
- Issuer data display is inconsistent — not every issuer displays every data field; a missing merchant logo can tip a "resolved" inquiry into a filed chargeback.
- Vendor incentive misalignment: "Whoever you're getting the tools from doesn't care if Verifi ends up saving you money or not. All they want to do is get more money from your account in the form of another VAS." (Matt Rej, Merchant Cost Consulting, July 2026)
- Avoid chargebacks ≠ avoid revenue loss: CDRN and RDR resolutions prevent the chargeback count but require issuing a refund — the merchant still loses the sale amount. "Commonly misunderstood." (merchantcostconsulting.com, July 2026)
